Dogger Bank D is holding a phase of targeted consultation with relevant prescribed consultees on proposals for an offshore Artificial Nesting Structure (ANS).

Why this consultation is being held

The assessments carried out to date for Dogger Bank D indicate that a potential impact on the breeding population of kittiwake at a protected site (the Flamborough and Filey Coast Special Protection Area) cannot be ruled out as a result of the effects of Dogger Bank D Offshore Wind Farm when combined with other offshore wind developments. This means there could be a risk of collision mortality for kittiwakes at a level which may impact the breeding population at FFC SPA. Therefore, DBD is proposing an offshore ANS as compensation for those impacts.

This consultation focuses specifically on the likely significant effects of the proposed ANS, which were not considered as part of the main project Preliminary Environmental Information Report (PEIR) published in 2025.

The consultation seeks feedback on:

• The assessment approach for the Artificial Nesting Structure;
• Initial findings and conclusions;
• Any constraints or considerations that should inform ANS site selection; and
• Any additional environmental, technical, operational or regulatory risks.

Consultation details

This consultation is being undertaken under Section 42 of the Planning Act 2008 and is supported by a PEIR and associated appendices. A non-technical summary (NTS) has been produced which provides a high-level summary of the proposals and potential for likely significant effects.

The consultation runs from Tuesday 17 February 2026 to 11:59pm on Monday 30 March 2026. Feedback can be submitted by emailing contact@doggerbankd.com or by post at FREEPOST DOGGER BANK D.

Next steps

The Artificial Nesting Structure will be assessed as Associated Development within Dogger Bank D’s Development Consent Order (DCO) application. Feedback received during this consultation will be considered and reported in the Consultation Report submitted as part of Dogger Bank D’s DCO application.
